A very defective shutter, which the seller should have pointed out. . 
VERY odd that a few blades would move, and one that doesn't.  Since all 
the blades are supposed to have pins engaged with a
ring which opens all the blades in unison, sounds like a pin (riveted to 
blade) may be broken off.  This would call for a good/new blade (of 
course, not available).  Leaf shutters are tons-of-fun, especially if 
you have to get down to the blades themselves. For the novice, just 
removing the cover plate will disengage springs or send parts flying.

If possible, get your money back.
