First you should use a haze filter to remove the excessively blue light
at the time the photo is taken. They come in various strengths such as
1A, 1B, 2A, 2B. I don't remember the details. I think 2 is stronger
than one and B may add some yellow. Someone else will know better than me.
This particular photo can be significantly improved in both background
and foreground by making a significant reduction in the blue (by adding
yellow) and a lesser reduction in the cyan (by adding red).
