Sherman waged a war on the properties that provided the economic support
to slavery and the war making ability of the confederacy. Few civilians
were killed and I think your use of "terrorist", at least in the present
sense, is out of place. The firebombing of Dresden and Tokyo... now
there is a war on the population.
