I think it's more accurate to say that Apple doesn't go out of their
way to make it easy.
You can download, compile, and install the open-source Darwin layer
on just about any computer, and the rest of the system is thoroughly
layered, so if you have an Intel install disk, you should be able to
manually install the proprietary bits.
I'd be surprised if someone hasn't gotten it going on a garage-built
PC. But of course, they can't distribute the licensed bits without
hearing from the Apple legal team.
