But as a practical matter non-enforceable. I'm not encouraging it, just
pointing out that French authorities would be more than unlikely to
attempt enforcement for a few euros across the Atlantic and the
recipient has, of course, no idea why the sender ticked that box,
probably misunderstood the form or made a mistake.
