Haussmanian street are indeed sized for military maniability and
artillery control of insurrections... but still "La commune n'est pas
morte". 
Photographically speaking Paris is all about perspective and open spaces
and not about details like some older cities.

Private groups - farmers, truckers - routinely abuse their power in
breach of the law. The position of the authorities is not to throw the
book at them. May go back to all those popular uprisings. Didcha know
the great Paris beautification under Haussman was in part to get rid of
narrow streets that were easily barricaded and defended by mobs? - Phil
