Actually, this was one of the senior reps for FedEx Canada, who (as it 
just happens to turn out) is something of an audiophile nut, and 
typically travels with a mini recording studio worth about $6K U.S.

He was aware of this, and used it a number of times himself. 
Unfortunately, his personal experience was that customs officials on any 
leg of the trip had it within their utter discretion to ignore such 
documentation and simply declare "I don't believe you when you say 
you're not planning on disposing of this equipment in-country.  Pay the 
following duty and VAT."  No appeals.  No explanations.  No argument. 
He gave me the impression that he's paid for his equipment more than 
once, and that he was on the verge of simply giving up and not taking it 
with him any more.

I think that, in the present state of flux, even the experts are now 
"uninformed."  Which leaves the non-experts like me completely buggered.
