Sounds like bad local policy. I did fill out a short form to pickup
money, and I'm sure atleast that piece of paper did not feature a
request for a SS number. They did take my drivers license number, which
I don't mind giving out. If the worker asked for SS info and the form
didn't require it, there'd be trouble.
