I was told this was a "needle deflection circuit", intended to move the
needle off of center whenever mechanical conditions (slower speeds such as
B,1 sec, etc., and larger apertures such as f/1.4, 1.8, etc.) might combine
to give an erroneous "good exposure" reading, even when the meter switch is
"off".
