British (sic) postcodes do not know about your supposed
city/shire/country/UK hierarchy, Jeff. The first half of the code is a
pointer to a postal sorting office, while the second is a pointer to a
cluster of individual delivery points (maybe only one) served by that
sorting office.
http://www.upu.int/post_code/en/countries/GBR.pdf gives the offical line,
but does not explain that any postal sorting office can serve an area which
straddles more than one county, in some cases more than one country. Nor
that British postal codes cover more than just UK - Channel Islands,
Falkland Islands and more besides.
