I think it is fractured ice, probably not very thick. Could be in a street
puddle.
But the pattern has me stumped.
Could be a previous freezing of ice with soot from coal fires washed into the
cracks near the edges, then a fresh lot of water over the top, fractured again,
then re-frozen.
