My guess, like Bill, is that it is cracked ice, but I will venture further
(it's cracked already, so I won't fall in) and suggest a thin layer of ice
formed from a shallow pooling of water in a ruffled sheet of black rubber or
plastic.
Actually, it reminds me of a colour reversal film I processed years ago -
the cold water pressure dropped during the rinse, caused temperature to rise
fast and high, and thus severe reticulation of the whole film. But that is
another story!
