Yeah. I had a birthday present arrive a week late. UPS had delivered,
and someone had signed for, my package. Somewhere. I called the
shipper and they sent out a new shipment, and were going to pursue it
with UPS. The original never showed up. Some shippers insure the
packages themselves, some you have to pay. I think UPS defaults to $100
insurance unless you take out extra.
Did you pay for insured shipping? Or was it implied? If UPS can't
produce your signature, the shipper should send out another E-1 and file
a claim with UPS.
