It means the camera likely came off the production line as an M-1 but Olympus
replaced the top cover with an OM-1 version. This may have been done at the
Suwa plant or at the local distributor/service centre.

Looks like a regular non-MD OM-1. Remember Olympus offered both the non-MD
and MD models for quite a long time (about a year) before dropping the
non-MD model. This one has a serial number of 78351x which is a long time
after the M-1 production timeframe. Non-MD OM-1's aren't that rare.
