[OM] OT Katrina disaster aid AID

Hi folks

Thinking about this huge disaster, the appalling incompetence displayed in 
dealing with this right from nearly the start, has another downside.

Who in their right mind now would give any donations for aid here?

You just couldn't feel sure that it would go anywhere near the real needs, and 
not be siphoned off into some tom-fool project somewhere else.
