Yes, I agree. It is a very moving memorial (as is the Vietnam memorial, in
a different way). Your shot uses (very effectively) just a part of it, which
is why I wasn't quite sure.
I was in Washington (Greenbelt, actually) for just a couple of days, in
similarly freezing conditions (which gave me a bad chill almost immediately
on arrival -- I gave a half hour talk the next day, losing my voice three
times in the process -- fond memories :( ) I hope to get back one day,
with a little more time to explore.
