One notable bit about using a cell phone while driving is that the
person on the other end of the conversation has no idea what's happening
with your driving situation. If you had a passenger in the front seat
and you were both conversing, should an emergency arise, the passenger
would recognize it and shut up thus allowing you to concentrate on the
traffic situation. The other end of the cell phone conversation will
not only not shut up but may be screaming for your attention.
Pulling over is good.
