Never heard that before. AFAIK, everyone is held responsible for their own 
behaviour. On the other hand you may be held responsible if you do not keep 
your driveway sanded in winter and a thief falls and breaks his leg while 
trying to burgle your car... I would prefer to not be held responsible if I 
shot him while he was trying to burgle my car :-)
