Depends where you are. It would seem bizarre to the English as the
the tone of the article suggests but here, skin cancer is a major
concern as we have the highest global rate and cover-up work wear is
usual for some workers. Postal workers and police have wide-brimmed
hats available and are expected to use them in certain conditions and
places. Evening news reports in the summer include a cumulative UV
index and sometimes a level of public water resources as well (as a
percentage of total capacity).
T shirts can come with an SPF rating. It is usual to see squadrons of
primary school children being marched around in matching sunhats and
with full, lightweight cover. A 'kepi' style is popular and there was
a story about one Australian woman who moved to the similar climate
of Texas with her two children and having her children sent home for
wearing sunsafe hats, which did not match their uniform code. The
concept was unknown and she was in dispute with the local school
board about it. It seemed to have reached the usual stage of her
accusing them of trying to kill her children and them accusing her of
being a communist agitator. Ho hum.
It becomes as usual as frostbite precautions would be for a Canadian
or Swedish outdoor worker, especially when you know people who have
died of skin cancers. But here the responsibility is placed on the
worker to use the appropriate clothing - employers are merely
required to provide sunproof wear and encourage its use, unlike other
types of personal protective wear.
