A 110/220 volt step up/down transformer should do the job. It might be
all that's needed to operate the 110 volt Dremel directly but I'm not
sure how the frequency difference might affect the tool or the variable
speed control if such is built-in. Maybe not at all. I just don't know.
Your best bet may be, as you suggested, to get the battery powered
model. You could certainly run the charger off the transformer and it
wouldn't care about the frequency. 50 watts capacity is probably more
than enough for the charger. You can see one here:

but you could probably buy one locally at an electronics shop.
Ooops! Check the power requirement carefully. I just checked one of
the non-Deremel AC powered models and it wants 125 watts.
