[OM] Another 'bay phishing ploy

This is a new one on me (I have had plenty of the "Account suspended"
rubbish).

This one invites me to "Become an eBay Power Seller" and is very polished in
appearance, and use of English.  But the "Click here" still wants to take me
to Romania.  Not today, thanks.
