Sounds like shutter speed dial is not in sync with the shutter speed gear
inside the camera. This could have happened if the front mount was
disassembled.
I have found that gear timing can be off as little as 1 tooth to cause
incorrect shutter speeds. Is this done without batteries installed? If it
had batteries, and gear timing were off approx. 1 stop, setting it to red 60
should give you 1 second shutter speed when set to manual. If switch is on
auto, shutter should just fire at the auto speed. IF shutter locks up on
red 60 with batteries, then it sounds like some other problem.
