You certain it was your ISP that did this?
Sounds strangely symptomatic of a "browser hijacker."
Try running "Spybot Search and Destroy," and "Adaware" . . . both are free.
Browser hijackers can invade in a number of ways . . . including rogue (and
very deceptive) ad banners . . . and some can be quite messy to clean out.
