It's not the same thing. The fan's function is to pull air through the
radiator at those times when the car isn't moving. If the air stayed stagnant
around the radiator, it would quickly rise to the same temperature as the
radiator and have no cooling effect. By moving the air, the heat from the
radiator is dissipated into the cooler air as it moves through. That's not the
same thing as wind chill; it's just heat exchange, not a lot different from
flipping your pillow over to lay your head on the cool side.
And winter's getting old here, too. We were down to 30F both today and
yesterday and barely got into the mid-50s today. :-)
