I think that narrows it down considerably. Have him go to a camera
store and handle the cameras in that price class. No dogs out there.
Pick the one he feels comfortable with. Subjective feel counts for more
than almost anything else. I once had a Canon F1, the darling of pros
everywhere, and I just hated it. Fortunately I found my beloved OM4T
which was sneered at by pros. I assume that amount is for camera and
lens. Maybe advise him to be a bit flexible because a couple of hundred
dollars more may get him the camera he loves.
