Nobody drives in Paris, they just look for a place to park. Urban legend has
it that the average journey time is 45 minutes and the average time to find a
place to park is 20 minutes, so 30-50% of all traffic is looking for that
elusive piece of tarmac to occupy. (Yes, the pavements (sidewalks) are also
covered in tarmac so they're fair game.)
