The process is supposed to be simple and what you are proposing sounds
complicated ;-)
If there remain dust spots after using "light" dust removal, I should
use "medium". But are you sure that you have got rid of major dust
yourself with a blower? Are you sure that your scanner's dust removal
system is working?
I have started using .psd as my archival file format as it seems to be
smaller than .tif.
