Hmmmmm, does this mean you have to pay to leave Delaware or pay to get into

To be accurate, the only toll collected on I95 in the state of
Delaware is a $2 toll collected at the Delaware/Maryland state line.
If you take 295 into New Jersey, you'd pay another $3 at the bridge,
but, on 95, you don't pay another toll until it becomes the New
Jersey Turnpike.
