Yes, all speeds from 1 second to 1/60 second can be used. Here's the

Last but not least TTL "OTF" flash exposure with T series flashes and
the F280 was added on the OM-3Ti. This works similar as the TTL flash on the
OM-4Ti in Auto Mode, with one important exception: since the OM-3Ti is
mechanical, all shutter speeds from 1 sec. to 1/60 sec. can be selected, and
you can
always be sure the flash fires and is synchronized; the OM-4(Ti) automatically
switches to 1/60 sec and does not fire the flash when available light allows
shorter shutter speeds. This means that with the OM-3Ti you have more control
of the flash/ambient light ratio: by selecting longer shutter speeds the
influence of ambient light is increased, by turning the exposure compensation
dial
the influence of flash can be increased or diminished.
The OM-3Ti is only available in black. The titanium top and cover are lighter
(more like grey) than the OM-4Ti Black; the paint is also more durable.

It can't control the shutter speed, that is fixed by the ss ring, isn't it?
So it controls flash duration, and cuts the flash off?
And can I get nice results with shutter speeds over 1/60 for fill flash?
