Yes . . . quite a quite marvelous photograph.  From the persumed focal 
length of normal to perhaps a bit wider and length of the star trails it 
looks to be about a two to four minute exposure.  Longer focal length makes 
the trails longer and shorter focal lengths likewise make them 
shorter.  The cloud cover looks as if it didn't move much in regions more 
distant from the lighting (lighting acts as a flash for clouds in its 
vicinity)!
