Not in my experience, but from your description of the problem I suspect it
may be the camera rather than the winder that is the problem.

I have recently acquired a Winder 2 for use on my OM1 and OM1n. It seems to
work fine on higher shutter speeds(OM1n not tried with OM1). Below about
1/30 sec the motor labors and the film does not advance. This can be
corrected by the hand advance and then a few frames advance and it stops
again. Is this normal?
