I understand your idea of what neutral "should" mean. It is, however,
completely at odds with actual usage.
Even in a theoretical sense, I don't really quite agree with your
position. I tend to think positive for a fully satisfactory transaction
and neutral for an acceptable, but not entirely satisfactory one. For
really outstanding transactions, I use superlatives in the feedback
itself. In practice, I don't do neutrals, as I believe you are right; a
significant number of eBayers seem to view a neutral as a sort of
chickens*** negative. So, on the "when in Rome...." principle, I avoid
them. A couple of times, I have simply avoided leaving a feedback when
somehwat dissatified with the outcome, but not believing that a negative
is justified.
