I really have trouble trying to evaluate negatives through a loupe because of 
the mask and reversal, but the grain does not appear prominent to me.
there are some particular grain size/scanner resolution combos that produce 
an 
effect that looks like really bad grain, but is an artifact called grain 
aliasing
This may be part of the problem. Since my original posting I have been able 
to get a slight improvement using the "Despeckle" filter in PS Elements, but 
it's still not what I want. I may have to go through the route of having a 
higher-resolution scan done or having a custom lab make the prints. Thanks to
