Are you going to carry all the gear externally, or will it be packed away?
The problem with most waterproof camera packs is that access time is long,
and risks are high when the pack is open.
If it is mostly packed away, there are a number of very waterproof packs or
sacks, including LowePro's DryZone 100 and 200, see

When canoeing, I use a photo box made by a friend of mine; it is the top
1/4 of a small blue barrel, including the large access hatch, with a
waterproof wooden disk cemented/epoxied/screwed into the bottom. Very
waterproof, and quick access.
