I'll chime in with my 2 cents worth...
I went with the Cokin P series holder and hood, etc., but wanted to step up in
optical quality from the Cokin Graduated NDs some without breaking the bank on
the glass Singh-Ray graduated neutral density filters.
I went with the Hi-Tech resin filters (here's the URL for one at B&H Photo in
NY)

Depending on what type of filter you want (Graduated ND, Graduated Color,
etc.) you can expect to spend between $32 - $50 USD.
Hi-Tech offers both soft and hard edge, and in at least three strengths. Using
them with the Cokin P holder give me a lot of flexibility in positioning the
filter, I love their quality, and the Cokin holder always me to dabble with
some cheaper Cokin special effects filters on the rare occasion if I should
ever be inclined to do so.
