NO! The tightness of the focus ring screws have nothing to do with how much
force is needed to turn the focus ring. Once the focus ring screws come
loose, whether or not your lens focus's properly at infinity can be affected
(because when the screws are loose, the focus ring can spin on the ring that
the screws tighten against).
