Hi James:
The same thing happens in NY city and other cities in the US.
Their rationale is that a tripod "implies" professional and for profit
purposes.
You have to clear your permits for pictures with any floor support. This mainly
comes as a backlash from the film and video industry. When you use public spots
with a tripod you have to even pay to shoot your video or film.
A technique is to go handheld or even use a floating support like a Stedicam or
a body device.
The thing is that in some cities like NY the police officers are saavy enough
to recognize if you may be doing something profesional.
There has been talks to even charge fees to filmakers and photographers to use
the "likeness" of city buildings by the companies owning these buildings,
Imagine a shot of the NY Skyline and paying for ALL those buildings.
In my world, it is another way these corporate bloodsuckers are stealing more
from the common man.
