I worked for the US supplier that was developing the next generation torpedo
for the USN (follow up to the MK46). It was going to be fast and deep
enough to chase the Soviet boomers. Company was probably 95% complete with
development and testing, and the Soviet Union collapsed. The boomers were
no longer a threat, the Navy said 'thanks for all your hard work ($$$$), but
gee, we don't need no stinking new torpedo any more'.
I'm not overtly cynical (ha), but it made me feel at the time as though 'to
every silver lining, there is most definitely a cloud attached'.....
