No, Tom's IIRC sentence is not correct. My daughter and I have one each,
and both they will zoom at any time. Also, it is not necessary to have the
"close focus" ring fully rotated to use that facility. To get a varying amount
of
close focus, the close focus ring can be rotated a little or a lot or the whole
way, and the lens works fine.
