The GSA (government services administration?) will assign government numbers
and approve the pricing for certain configurations of equipment. It makes it
so they don't have to go out for competitive bids everytime they want to buy
something. I believe the "military surplus" is just a configuration
available from a vendor. Nothing really military about it. Most OM sets seem
to be coming from the police agencies rather than combat groups. --- others
may know more and be more accurate.

These two auctions seem to be for identical OM2sp set-ups. One auction
