The original problem was here in the US, where it became manditory to
post the EPA mileage ratings on the window next to the price sticker and
in advertisements. Many people didn't get the same mileage, often worse,
so the manufacturers put in the disclaimer. They would never have posted
mileage ratings, given a choice, but had to and had to use the gov't ones.
