When somebody is replying to a previous post, and wants to include a little
of it but not the whole lot, and probably not all the others posts that were
tacked onto the previous post .....
they will select and copy to the new letter only the most relevant bit(s) and
reply to it / them only. To indicate that there is more in the previous post
but
that excess has been cut out of the reply to make it concise (snipped out as
with a pair of scissors) the word <snip> is used.
As others have observed, it is a skill that could be used rather more often ...
