I took a few portraits backlit by an already set sun, and tried using
fill in flash. I got the pics back to find no flash appears to have
fired. What Moose states below would explain this. So how do you get
fill in flash in bright conditions, eg to lose deep shadows on the
beach? The only way I can think of is to stop down to get a longer
exposure, but for a portrait you don't want the depth of field. Is
there a way round this?

In 'Normal" mode, it should do OTF flash on an OM-2(n) set to "Auto",
but if the shutter speed is over 1/60, it won't fire. Since the
TTL-OTF metering on an OM-2 is separate from the viewfinder display,
it could say 1/60 in the viewfinder and still not flash. This is true
of the 'T' series flashes also.
In 'Manual" Mode, it should fire on an OM-2 set to "manual".
It it doesn't work like that, there is either a fault in the flash or
the camera. If you haven't used the '2' with flash for a while, try
cleaning the shoe contacts. If you have one, try a 'T' series flash on
the camera. In Auto, it should act exactly like the F280 set to
'Normal".
