Here in Hawaii a cop can ticket you if he sees you without a seatbelt.
I believe where the only state that can do it by seeing you without it
on.

Washington state seatbelt law has generated similar... there are signs
along all the interstates now (at least around Seattle) proudly saying
"Click it or ticket"
