Lama, Chris, here's my take: The word 'that' begins a modifying phrase, the subject of which is 'programs' (or 'programmes'), which is plural; therefore, the verb in that phrase should be plural - 'have'. So it should be: "... the corruption that programs have wrought." Ommmmmm. :-) Rich P.P.S.
