I can confirm that's exactly what they are.
Have you noticed they removed the parking spaces along Northumberland
Avenue in the wake of 9/11, being worried about possible cars bombs left
there. After they widened the pavement so that traffic was kept further
away from the front of the building they decided to put coach stops at
the roadside as well. So now you can park a monster 52 seat bus packed
full of semtex next to the MOD, whereas before you were limited to a
carload. That sort of planning can only be achieved by the civil
service. :-)
