It's likely the levers in the mount are saturated with oil/grease which has
migrated from the helicoid. You can remove the mount by unscrewing the
screws located on the face of the mount. You don't mention which lens this
is, but for most lenses this is sufficient to allow the mount to be removed.
You can then flood clean it using a light degreaser such as isopropyl alcohol.
Let dry, reassemble, and it should work.
