I'm pretty sure it was on luminous-landscape.com somewhere; and it's not
increasing dynamic range from one shot -- you take _two_ shots, one exposed
high, one exposed low, and use Photoshop to combine the best of the two.
It's basically doing the same thing as using a split ND filter over an
over-bright sky, but letting that filter be any shape you want.

The star trails thing is a separate issue, that one is taking multiple
shots and layering them appropriately.
