Such was the case with the founding fathers, too. At least early on.
Between the signing of the Declaration of Independence in 1776 and the
Constitution in 1787 the colonies were in chaos. If Shay's Rebellion
hadn't united a lot of the founding fathers and focused their attention
on the weaknesses of their new system of government who knows what
would have happened? As it was the system of government they instituted
was weak enough that it almost came apart completely in 1860 when
states started seceding from the Union and formed the Southern
Confederacy. That little disagreement left between 600,000 and 700,000
Americans dead.
It's always easier to tell what's wrong than it is to know how to fix
it.
