The spring under the rewind knob has shifted and that prevents the handle
from laying flat. Since the screw head is broken off, the handle will
probably it below the level of the rest of the knob. The only purpose of
the screw (which comes in different head thickness) is to get handle to lay
flush.
Loosen rewind knob slightly, over position the spring, so as you tighten the
knob and the spring shifts again, it will shift to the correct position when
the knob is tight.
